1. References are:
a. Memorandum to the Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, AG 004 (8 Dec 45) ESS/AC, (SCAPIN 403), dated 8 December 1945, subject: Establishment of a Schedule of Restricted Concerns.
b. Memorandum to the Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, AG 300.8 (8 Dec 45) ESS/AC, (SCAPIN 408), dated 8 December 1945, subject: Regulations Affecting Restricted Concerns, as amended.
2. The provisions of reference memoranda, paragraphs 1 a and b, above, require Restricted Concerns to secure prior approval of the Supreme Commander for the Allied Powers of transactions not in the normal course of business. Expenditures in the form of donations, including subscriptions and pledges to make donations, are construed to be within the purview of that requirement.
3. In order to facilitate participation by Restricted Concerns in the Community Chest campaign being conducted from 25 November to 29 December 1947, the Japanese Government is authorized to establish the following rules with respect to Community Chest donations and subscriptions by Restricted Concerns:
a. Any Restricted Concern may make a cash donation to the Community Chest fund not in excess of \25,000. without prior approval of the Supreme Commander for the Allied Powers. All such donations shall be reported to the Supreme Commander for the Allied Powers through the Minister of Finance.
b. Any Restricted Concern may subscribe a larger amount provided prior approval of the Supreme Commander for the Allied Powers is obtained before payment of the subscription. Such approval will be obtained through the procedure prescribed by the Japanese Government in Ministry of Finance Ordinance No. 97.
c. No Restricted Concern may borrow funds to make payments to the Community Chest fund or use funds borrowed for other purposes.
The company's financial condition must be such as to permit donations from its Free Yen Account.
d. All cash donations and subscriptions shall be strictly voluntary on the part of the donor or subscriber.
e. The provisions of this memorandum shall be applicable only to the Community Chest campaign conducted from 25 November to 29 December 1947.

1. The Japanese Government has developed, under the supervision of the PH&W Section, a Community Chest campaign modeled along lines of such campaigns in the United States.
2. In order to permit immediate participation by Restricted Concerns, the authority outlined in the above directive is given the Japanese Government.
3. This is an administrative matter and no surveillance by the Eighth Army is required.
4. The interests of USAFIK are not concerned.
