MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Responsibility of the Japanese Government for the Packaging, Transfer and Delivery of Equipment and Records Allocated to Claimant Nations under the Reparations Program.

1. Reference is Memorandum for the Japanese Government from General, Headquarters, Supreme Commander for the Allied Powers, AG 387.6(22 Jul 47) REP, (SCAPIN l751), 22 July 1947, subject, Responsibilities of the Japanese Government for the Packaging, Transfer and Delivery of Equipment and Records Allocated to Claimant Nations Under the Reparations Program.
2. Memorandum for the Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, AG 387.6(12 Feb 48)REP, (SCAPIN 1751/22), 12 February 1948, subject: Responsibility of the Japanese Government for the Packaging, Transfer and Delivery of Equipment and Records Allocated to Claimant Nations Under the Reparations Program, is rescinded.
3. Paragraph b(2), Annex 9 of reference 1 above is rescinded and the following substituted therefor:
"b(2) When the Japanese Government is directed by Transportation Permit to move equipment to a given port, separate weekly reports will be prepared for equipment arriving at the port covered by a single allocation number. All information on weekly reports will be taken from markings on actual packages at the port and will not be taken from allocation notices. These weekly reports will begin with the initial arrival of items of equipment at the port and will continue until all equipment covered by the particular allocation notice has been received at the port. The report week will terminate at 2400 hours each Wednesday. If after movement of equipment covered by a particular allocation notice has been started there is no receipt of such equipment at the port during any report week, negative report for that week will be submitted."
4. Reference is inclosure 3, Annex 9, reference 1 above. The original inclosure 3, Annex 9, is replaced by inclosure 1 of this directive.

INSTRUCTIONS FOR PREPARATION OF NOTICE OF TRANSFER REPORT
Paragraph numbers correspond to item numbers on face of report.
1. Assign report number in numerical sequence for each transfer of equipment for each Allocation notice.
2. Self-explanatory.
3. Self-explanatory.
4. Use the same identifying plant code symbol employed in performing inventories and referred to in allocation notices.
5. Record complete address, indicating number, street, village, town, city, and prefecture.
6. Reference paragraph 5 above.
7. Self-explanatory.
8. Signature will be that of the responsible Japanese Government Official.
9. Self-explanatory.
NOTE: (This report will be made weekly. In case of no receipt of equipment at a given port during any weekly period, a “Negative” report will be made. All information will be taken from markings on actual packages at the port and will not be taken from allocation notices.)
