MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

Export Procedure

1. Reference is made to Memorandum for the Imperial Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, AG 091.31 (14 Mar 46) ESS/IE, SCAPIN 814, dated 14 March 1946, subject: Export Procedure, Paragraph 1, attachment 5 is being expanded by this memorandum. This revision provides for an increase in the number of copies of Form IE 200 to be prepared. It further provides that upon receipt of a memorandum a consolidated Form IE 200 may be submitted covering similar commodities, from one or more suppliers, listed in one or more Forms IE 100.
2. The revised paragraph 1 of attachment 5 of the reference memorandum reads as follows:
a. Twelve (12) copies of form IE 200 will be submitted, in English, when material is actually ready for export.
b. Two types of Applications to Deliver for Export may be used:
(1) A single form IE 200 covering only one commodity from one supplier, based on one approved Application to Prepare Export.
(2) A consolidated form IE 200 covering related commodities, form one or more suppliers, grouped for a single shipment. This form will be submitted only upon receipt of a memorandum to the Board of Trade from Foreign Trade Division, Economic & Scientific Section, Supreme Commander for the Allied Powers. Attached is sample of such a memoramdum to the Board of Trade.
3. The single form IE 200 will be prepared in accordance with the provisions of paragraph 2 attachment 5 of reference memorandum. The consolidated form IE 200 will be prepared in a similar manner except that under blocks 1 - 3 - 6 - 7 - 8 - 9 will be posted detailed information on the items extracted from the forms IE 100 which are referred to in the memorandum form the Foreign Trade Division.

The Board of Trade will immediately prepare and submit twelve (12) copies of a consolidated For IE-200 "Application to Deliver for Export", and all documents, as provided for in Memorandum for the Imperial Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, file AG 091.31 (16 Jul 45), ESS/FT, (SCAPIN 1065), dated 16 July 1946, subject: Export Procedure.
