SUBJECT | Authorization of Radio Program Transmission Service Between Japan and the United States. |
1. Reference is made to Memorandum for the Japanese Government, file AG 000.77 (17 Jan 47)CCS, SCAPIN 1474, dated 17 January 1947, subject same as above, as amended.
2. Effective 1 October 1949, paragraph 1f of SCAPIN 1474 is rescinded and the following substituted therefor:
"Studio facilities, located in the Central Telephone Building, Tokyo, will be furnished by the Ministry of Telecommunications on a non-rental basis. Studio facilities, located elsewhere in Tokyo, which may be made available for Program Transmission Service purposes, will be furnished in accordance with the terms as agreed upon between the principals involved. Should a program originate at a point in Japan other than the Ministry of Telecommunications' studio in Tokyo, there will be a $10.00 connection charge for each program, payable to the Ministry of Telecommunications."
3. That part of paragraph 4 of SCAPIN 1474/1 reading "beyond the studio in Radio Tokyo" is amended to read "beyond the studio in Central Telephone Building, Tokyo, and other studios located in Tokyo."
4. Transmitters, receivers and associated equipment of the Ministry of Telecommunications, heretofore used exclusively for Program Transmission Service, will be released for other uses by the Ministry of Telecommunications as required.
5. All other provisions of reference memorandum will continue to apply.
6. Direct communication between Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Telecommunications, concerning matters within the scope of this memorandum is authorized.
