SUBJECT | Authorization of Radio Program Transmission Service Between Japan and the United States. |
1. Program transmission service between Tokyo and San Francisco, for the purpose of transmitting commercial radio programs from Tokyo to radio broadcasting networks in the United States, is authorized and will be provided under the following conditions:
a. Radiotelephone circuits between Tokyo and the San Francisco terminals of the American Telephone and Telegraph Co., Press Wireless, Inc. and RCA Communications, Inc. are authorized to handle program transmission service.
b. The rates and division of revenue for program transmission service from Tokyo to San Francisco, covering service at both terminals and including reception at Tokyo of radiotelephone control signals in connection therewith, are as follows:
(1) Initial period of 10 minutes or less -- $40
(2) Overtime period (time in excess of initial 10-minute period), per minute or fraction thereof -- $4
(3) The minimum period charge will apply for schedules cancelled less than one hour prior to pre-arranged schedule time.
(4) Program transmission service charged will be divided dually between the Ministry of Communications and the United States carrier.
c. All charges for the service will be collected in the United States. The Ministry's share of the revenue collected will be deposited in the United States Treasury Trust Fund Receipt Account, "Deposits, Proceeds of Remittance to and Exports from Occupied Territories, Japan."
d. Monthly traffic statements for program transmission service from 1 September l945 will be submitted by the Ministry of Communications to the "Transfer Agent for Telephone and Telegraph Message Funds" in accordance with procedures established for other radiotelegraph and radiotelephone services between Japan and the United States.
e. At the conclusion of each FTS schedule the American carrier will be asked to report the chargeable time for accounting purposes.
f. Studio facilities, located in Radio Tokyo Building, and the War Ministry Building will be furnished by General Headquarters, Far East Command.
g. A representative of the Eighth Army will supervise ail personnel, and the operation of all facilities, utilized in providing program transmission service, and will establish necessary operating procedures to insure maximum efficiency of operation.
3. Direct correspondence between Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Japanese Ministry of Communications regarding technical matters within the scope of this memorandum is authorized.

SUBJECT: Information of General Application Pertaining to Directive Number (SCAPIN 1474 ), File AG 000.77 (17 Jan 47) CCS, This Headquarters, Dated 17 January 1947, subject: Authorization of Radio Program Transmission Service between Japan and the United States
1. With reference to Memorandum number (SCAPIN 1474) this headquarters to the Imperial Japanese Government, the following is published for the information of all concerned.
2. The purpose of this directive is to formally authorize the radio program transmission service which has been operating since September 1945 by informal authorization.
3. Program transmission service is used primarily by correspondents of the four major U. S. radio broadcasting networks for transmission of radio programs from Tokyo to San Francisco for delivery to the control offices of the networks. Such programs are usually broadcast simultaneously over the networks, although some are recorded in Sun Francisco and broadcast later. The usual program is of two to five minutes duration.
4. This service uses studio facilities of Radio Tokyo and transmitting and receiving facilities of the International Telecommunications Company.
5. The Eighth Army will have complete technical and operational control of the program transmission service. Command instructions pertaining to the execution of technical and operational supervision will follow through command channels.
