MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Authorization of Radio Program Transmission Service Between Japan and Other Countries.

1. Reference is made to memorandum for the Japanese Government, file AG 000.77 (17 Jan 47)CCS, SCAPIN 1474, dated 17 January 1947, subject: Authorization of Radio Program Transmission Service Between Japan and the United States.
2. Radio Program Transmission Service, in both directions, between Japan and other countries via the Tokyo-San Francisco Program Transmission Service circuits, is authorized.
3. All provisions of SCAPIN 1474 pertaining to Program Transmission Service from Japan to the United States will apply equally to Program Transmission Service to Japan via the Tokyo-San Francisco circuits.
4. Japanese domestic services and facilities required in connection with incoming programs to Japan destined to points beyond the studio in Radio Tokyo will be subject to Japanese domestic rates for such services and facilities.
5. Individual incoming programs to Japan will be subject to all applicable rules and regulations governing the importation of such programs to, and their dissemination in Japan.
6. Direct communication between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Communications within the scope of this memorandum is authorized.

SUBJECT: Information of General Application Pertaining to Directive Number SCAPIN 1474/1, file AG 000.77 (17 Jan 47)CCS, this Headquarters, dated 3 Nov 48, subject: Authorization of Radio Program Transmission Service Between Japan and Other Countries
1. With reference to the subject memorandum, the following is published for the information of all concerned.
2. Heretofore there has been no demand for incoming Program Transmission Service to Japan and the only authorization covering such service was for outgoing programs to the United States only.
3. It now has been agreed that incoming programs to Japan should be authorized in the same manner as outgoing programs from Japan and that such incoming programs will serve the desirable purpose of promoting better worldwide understanding of and by the Japanese people, in addition to providing entertainment and useful information to occupation force personnel on duty in Japan.
4. The rate for incoming programs to Japan where a transmitter is required for control purposes will be the same as for outgoing programs from Japan. In certain cases where a program, either outgoing or incoming, terminates at a point in Japan other than Studio Nine in the Radio Tokyo Building, accessory charges for wire lines, and perhaps exceptional service, may develop. Accessory facilities and charges for such programs are the responsibility of the Ministry of Communications since they are considered to be part of the Ministry of Communications domestic telecommunications service.
