1. Reference is Memorandum for the Imperial Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, AG 430 (30 May 46) ESS/PC, (SCAPIN-990), dated 30 May 1946, subject as above.
2. Paragraph 2 of the above named memorandum is amended to read as follows: This food will be equitably distributed through official rationing channels.

5 January 1947
1. On 30 May 1946, General Headquarters, Supreme Commander for the Allied Powers issued reference memorandum AG 430 (30 May 46) ESS/PC, (SCAPIN-990), dated 30 May 1946 authorizing the Imperial Japanese Government to distribute imported food in danger of loss through spoilage through rationing channels as part of the staple food ration. Since last May, large quantities of food not suited to distribution as part of the staple ration have been received, and inasmuch as the above named memorandum restricts the utilization of spoiling food in danger of loss through spoilage to distribution as part of the staple food ration, it is felt advisable to amend the original directive.
2. This action makes possible the utilization of spoiling food and food in danger of loss through spoiling for any purpose to which it is best suited by amending paragraph 2 of the above named memorandum to read as follows: This food will be equitably distributed through official rationing channels.
3. The interests of USAFIK have been considered. This action does not affect the Korean area.
4. This is considered to be an administrative matter. No surveillance is necessary.
