| SUBJECT | Spoilage of Imported and U. S. Army Excess Food in Possession of the Imperial Japanese Government. |
1. The Imperial Japanese Government is authorized to distribute food which has been made available to it from imports or U.S. Army excess stocks when such food is spoiling or in danger of imminent spoilage as a result of accidents of handling, transportation, or storage.
2. The food will be distributed through rationing channels as part of the staple food ration.
3. Reference is made to Memorandum for the Imperial Japanese Government, from General Headquarters, Supreme Commander for the Allied Powers, file AG 430 (11 April 46) ESS/PC (SCAPIN 960-A), dated 11 April 1946, subject: “Maintenance of Records of Storage and Distribution of Imported Foodstuffs.” Accounting of the subject food will be in accordance with the foregoing memorandum. A report will be made to General Headquarters, Supreme Commander for the Allied Powers concerning the distribution of the subject food providing the information stipulated in paragraph 1 b of the above memorandum.

1. The Imperial Japanese Government is charged with the responsibility of transporting, processing (where necessary), and storing the imported food and army excess food for future distribution. Distribution of this food can be made only by specific authorization.
2. The damaging of a small fraction of this food in the course of its movement is inevitable. The attached memorandum permits the distribution of such damaged food without specific formal authorization. Reference is made to memorandum for the Imperial Japanese Government, from General Headquarters, Supreme Commander for the Allied Powers, file AG 430 (11 April 46) ESS/PC (SCAPIN 960-A), dated 11 April 1946, subject: "Maintenance of Records of Storage and Distribution of Imported Foodstuffs". Paragraph 2 of subject memorandum authorizes direct communication between the Ministry of Agriculture and Forestry and Economic and Scientific Section, Supreme Commander for the Allied Powers. In each case in which the provisions of the accompanying memorandum are to be involved detailed information will be supplied to Economic and Scientific Section prior to actual distribution of the food.
3. This is considered to be an administrative matter. No surveillance is necessary.
4. The interests of USAFIK have been considered. The action does not affect the Korean Area.
