Within seventy-two (72) hours of the receipt of this memorandum, the Imperial Japanese Government will have qualified representatives report to the Commending General, Eighth Army, and to the Commander Naval Activities, Japan, to receive instructions with regard to establishing or releasing from custody and control, installations affected by revisions of the lists referred to in paragraph 1, above.

1. The attached SCAPIN revises present listings of factories and arsenals now under custody and control of the Supreme Commander for the Allied Powers. It is made necessary by submission to GHQ, SCAP of information from the field of complete war damage to some installations, transfer of machinery and equipment for storage at others, errors in listing and information that some listed concerns do not meet the criteria for reparations claims set forth in radio, Washington (Joint Chiefs of Staff) MR251637-Z, dated 28 June 1946, Radios-W-89351, dated 28 May 1946, WCL46132, dated 2 June 1948, WCL43957, dated 31 August 1946, and W-80796, dated 20 September 1946; while others not listed do meet the criteria for selection for reparations removal under the interim reparations program.
2. The attached SCAPIN with command letter consolidates the changes to date. Changes are as follows:
