SUBJECT | Reparations Selections Within the Synthetic Rubber Industry |
1. The Imperial Japanese Government is notified that all plants, installations and facilities designated on the attached list are hereby taken into custody and control of the Supreme Commander for the Allied Powers.
2. This list designates plants subject to removal under the interim reparations program.
3. There will be made available to the Commanding General, Eighth United States Army, all personnel, equipment and supplies deemed necessary by him for the establishment of proper custody, control and protective maintenance.
4. Within seventy-two (72) hours of the receipt of this memorandum the Imperial Japanese Government will have qualified representatives report to the Commanding-General, Eighth United States Army to receive detailed instructions to accomplish the purpose of this memorandum.

MEMORANDUM.
SUBJECT: Information of General Application Pertaining to Directive Number (SCAPIN - 1277), file AG 387.6 (17 Oct 46) ESS/IN, dated 17 October 1946, subject: Reparations Selections Within the Synthetic Rubber Industry.
1. With reference to Memorandum Number (SCAPIN-1277), from General Headquarters, Supreme Commander for the Allied Powers to the Imperial Japanese Government, this directive is published for the information of all concerned.
2. The purpose of issuing the attached letter to the Imperial Japanese Government and accompanying letter to the Commanding General, Eighth United States Army is to insure availability for interim reparations removals of listed facilities in the best possible condition.
3. Seized facilities should not be permitted to exports except where a portion of the equipment of a listed plant has been converted to production considered essential to the Japanese economy, production may be continued for a period of 60 days. A report on such production with recommendations as to further continued operation should be submitted thru channels to General Headquarters, Supreme Commander for the Allied Powers.
4. It is emphasized that when any of the equipment is shut down the Japanese should be required to take special precaution to avoid damage which may result from corrosive action of some of the material handled in the equipment. The units should be thoroughly purged of all corrosive gases before disassembly, and corrosive materials should be carefully removed before packaging of the equipment.
5. A letter of command instructions pertaining to the execution of the subject memorandum follows through command channels.
