b. Memorandum from General Headquarters, Supreme Commander for the Allied Powers, (SCAPIN 1228/1), file AG 311.3 (17 Jan 47) CCS, dated 17 January 1947, subject, same as above.
c. Memorandum from General Headquarters, Supreme Commander for the Allied Powers (SCAPIN 1228/2), file AG 311.3 (28 Mar 47) CCS, dated 28 March 1947, subject, same as above.
2. Effective immediately (a) Inclosure 1 of this memorandum replaces Inclosure 1 of the memorandum reference 1a above, and (b) the memorandum of reference 1b is rescinded.
3. Direct correspondence between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Communications within the scope of this Memorandum is authorized.

MEMORANDUM.
SUBJECT: Information of General Application Pertaining to Directive Number (SCAPIN - 1228/4), file AG 311.3 (12 Jun 47) CCS, this Headquarters, dated 12 June 47, subject: "Revised Plan for Receiving Payments Due American Carriers for Messages and Radiotelephone Calls Filed by United States Military and Accredited Civilian Personnel for Transmission to or Through the United States, its Territories and Possessions, Prepaid in Japan".
1. With reference to subject memorandum, the following is published for the information of all concerned.
2. The subject directive covers desired changes in Inclosure 1 of original SCAPIN 1228 and as amended by SCAPIN 1228/1 (subject of both SCAPINs same as reference memorandum), which is a list showing (a) public offices of the Ministry of Communications where radiotelegraph messages or radiotelephone calls may be filed by United States Military and accredited civilian personnel for transmission, (b) the types and classes of communication service offered and (c) the amount of Military Payment Certificates authorized for change-making purposes.
3. The changes made by reference memorandum cover the authorization of (a) additional public offices as points for acceptance of SCM and /on EFM telegraph messages setting out the amount of Military Payment Certificates authorized for change-making purposes and (b) acceptance of SCM messages in certain public offices which have heretofore been limited to acceptance of EFM messages, (c) discontinuance of some points formaerly authorized to accept SCM and/or EFM messages and (d) reduction where feasible in the level of allowances for change-making funds.
4. Public offices of the Ministry of Communications authorized accept messages and radiotelephone calls are made a matter of official record in order that surveillance may by given to (a) the Military Payment Certificates funds which come into the hands of the Japanese and (b) the handling of messages to and from the public offices which are named.
5. The manner of execution of surveillance, carried on in connection with Inclosure 1 of original SCAPIN 1223, and as amended by SCAPIN 1228/1 will be equally and similarly applicable to the public offices and services named in the reference directive.
6. Command instructions pertaining to execution of surveillance are being released simultaneously with this memorandum.
