SUBJECT | Revised Plan for Receiving Payments Due American Carriers for Messages and Radiotelephone Calls Filed by United States Military and Accredited Civilian Personnel for Transmission to Or Through the United States, Its Territories and Possessions, Prepaid in Japan. |
1. Reference is made to memorandum from the Supreme Commander for the Allied Powers, (SCAPIN 1226), file AG 311.3 (24 Sept 46)CCS, dated 24 September 1946, subject as above.
2. This memorandum is issued to amend certain pages of Inclosure 1 of reference memorandum as set forth in the ensuing paragraphs.
3. Changes for Page 3.
a. Under Kagawa Prefecture, Zentsuji Post Office add SCM.
b. For the Nagoya Central Telegraph Office, the amount of Military Payment Certificates for change making purposes will be increased from $3.50 to $35.00.
c. Substitute the name Naka Post Office for Kagami-Ca-Nara Post Office.
4. Changes for Page 5.
a. Change name of filing office from Aomori Post Office to Aomori Telegraph Office.
5. Change for Page 6.
a. Change name of filing office from Hakodate Post Office to Hakodate Telegraph Office.
b. Change name of filing office from Niigata Post Office to Niigata Telegraph Office.
c. For the "Branch Office of Tokyo CTO at Finance Building" the amount of Military Payment Certificates for change making purposes will be decreased from$70.00 to $35.00.
d. For the "Branch Office of Tokyo CTO at Kurosawa Building" the amount of Military Payment Certificates for change making purposes will be decreased from $70.00 to $35.00.

MEMORANDUM.
SUBJECT: Information of General Application Pertaining to Directive Number (SCAPIN - 1228/1), file AG 311.3 (17 Jan 47) CCS, this Headquarters, dated 17 January 1947, subject: "Revised Plan for Receiving Payments Due American Carriers for Messages and Radiotelephone Calls Filed by United States Military and Accredited Civilian Personnel for Transmission to or through the United States, its Territories and Possessions, Prepaid in Japan".
1. With reference to subject memorandum, the following is published for the information of all concerned.
2. The subject directive covers desired changes in Inclosure 1 of original (SCAPIN 1228)(same subject as reference memorandum) which is a list showing public offices of the Ministry of Communications where radiotelegraph messages or radiotelephone calls may be filed for transmission by United States Military and accredited civilian personnel. Also indicated are the type of service handled and amounts of military payment certificates which are specifically authorized to be withheld for change making purposes. The changes consist of revisions in name, additions of new acceptance offices, changes in amount of military payment certificates authorized for change making purposes, etc., and are made a matter of official record in order that surveillance may be given to the funds in military payment certificates held by the Imperial Japanese Government and to the handling of messages to and from the public offices of the Ministry of Communications which are named.
3. The manner of execution of surveillance carried on in connection with Inclosure 1 of original (SCAPIN 1228) (same subject as reference memorandum) will be equally applicable to the public offices named in the reference directive.
4. Command instructions pertaining to execution of surveillance are being released simultaneously with this memorandum.
