MEMORANDUM:
SUBJECT: Information of General Application Pertaining to Directive Number (SCAPIN 1228/3), file AG 311.3 (5 Apr 47) CCS, this Headquarters, dated 5 April 1947 subject: Revised Word Rate, Japan to Los Angeles, via Press Wireless Circuit.
1. With reference to subject memorandum the following is published for the information of all concerned.
2. General Headquarters, Supreme Commander for the Allied Powers, has been advised by Press Wireless, Inc., that the Los Angeles office of that company has been closed, and that the United States terminal of the circuit to Tokyo is now at San Francisco, California. The special reduced rate per word for VLT messages from Japan to Los Angeles is therefore discontinued, and the rates applicable are the same as those offered by the other two American carried which have their terminals in San Francisco. Although the rate change should have become effective some months ago, General Headquarters, Supreme Commander for the Allied Powers, received official notice from Press wireless, Inc., on 25 March 1947, and the change was made effective 1 April 1947, in order to permit the Ministry of Communications to effect promulgation of the rate change throughout Japan.
3. The Ministry of Communications was informally advised of the rate change, in advance of the reference SCAPIN, in order to make the effective date 1 April 1947. The reference SCAPIN is a confirmation of verbal instructions to the Ministry of Communications. Direct correspondence between the Civil Communications Section and the Ministry of Communications was authorized in the basic SCAPIN 1228.
4. A command channel letter is being released concurrently to the Eighth Army, to provide for the general surveillance required in this instance.

1. With reference to subject Memorandum the following is published for the information of all concerned.
2. The subject directive covers desired additions, charges, and deletions for Inclosure 1 of SCAPIN 1228/4 which is a list showing public offices of the Ministry of Communications where radio telegraph messages or radiotelephone calls nay be filed for transmission by United States military and accredited civilian personnel, and also indicated are the types of service handled and amounts of Military Payment Certificate which are specifically authorized for change making-purposes. The additions, changes, and deletions consist of additions of new acceptance offices, classes of services to be furnished, changes in names, and in amounts of Military Payment Certificate authorized for change-making purposes, and deletions of public offices which are discontinued as acceptance offices. These additions and changes are made a matter of official record in order that surveillance may be given to the funds held by the Japanese Ministry of Communications and to the handling of messages to and from the Ministry of Communications public offices which are named.
3. The manner of execution of surveillance to be carried on in connection with Inclosure 1 of original SCAPIN 1228 and as amended by SCAPIN 1228/1 and Inclosure 1 of SCAPIN 1228/4 will be equally applicable to the public offices named in the reference directive.
