MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Control of Radio Communications.

1. Reference is made to Memorandum, General Headquarters Spreme Commander for the Allied Powers, file AG 676.3 (29 Aug 46 )CCS, (SCAPIN 1166), dated 29 August 1946, subject: "Control of Radio Communications."
2. Amendments to the list of authorized frequencies recommended by the Ministry of Communications are approved and are listed in Inclosure 1.
3. The entries preceded by an asterisk are newly authorized stations. Other entries approve minor changes in frequency, power, type or class of service, and operating limitations of stations previously authorized.
4. The application to retain certain radio stations of the Japanese Police Bureau under the provisions of paragraph 7 of the reference memorandum is approved. These stations are listed in Inclosure 2. This does not constitute authority to operate these stations.
5. Paragraph 6 of the reference memorandum requires that licenses be issued to all authorized radio stations prior to 1 October 1946. Authorization is granted to extend this date to 1 November 1946. This Authorization will not alter in any way, the requirements of paragraph 3 which states: "Operation of radio stations or use of frequencies other than those listed in Inclosure 1 will be discontinued on or before 1 October 1946."
6. Paragraph 3a. Inclosure 3, of the reference memorandum is amended to read as follows:
"Power as indicated in the power column of Inclosure 1, is the power supplied to the antenna. In no event will the power input (product of the plate voltage and total plate current) to the final amplifier exceed four times the authorized power output, and regardless of other methods of measurement, operation will be considered legal if the power input in not in excess of this limitation."
