MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Subject

Repatriation of Natives of Saipan and Other Pacific Ocean Area Islands and Manchuria.

1. Reference is made to:
a. Memorandum for the Imperial Japanese Government, AG 370.05 (7 May 46) GC, (SCAPIN-927), dated 7 May 1946, subject: “Repatriation,” as amended.
b. Memorandum for the Imperial Japanese Government, AG 370, 05 (23 May 46) GC, (SCAPIN-979), dated 23 May 1946, subject “Repatriation of Natives of Saipan and other Islands.”
2. A final opportunity for voluntary repatriation will be offered all natives of the Solomon, Marshall, Caroline, Bonin, Gilbert and Marianas Islands, and natives of Manchuria who are now in Japan and who are eligible for and desirous of repatriation. Persons who fail to take advantage of this opportunity, or who fail to comply with instructions concerning movement to reception centers and embarkation will be considered as having forfeited their right to repatriation under the provisions of Annex III reference 1 a above.
3. The Imperial Japanese Government will:
a. Compile a list of all those non-Japanese-who desire repatriation in accordance with paragraph 2 above.
b. Submit to the Supreme Commander for the Allied Powers, not later than 15 September 1946, the consolidated list of such persons including the information required by paragraph 4c of reference listed in paragraph 1b above. All natives of the former Mandated Islands previously reported who have not yet been repatriated and who are still eligible for repatriation will be included in the list required above.
4. Instruction concerning ports and dates of embarkation will be issued at a later date.
