SUBJECT | Use of Radio-telephone Service from Tokyo to the United States, its Territories and Possessions, for Official United States Government Calls. |
1. This memorandum supplements the Memorandum for the Imperial Japanese Government, file AG 311. 3 (8 Jan 46)CCS, (SCAPIN-566), dated 8 January 1946, subject: "Establishment of Telephone Service Between the United States and Tokyo".
2. Official United States Government radio-telephone calls destined to points in the United States, its territories or possessions, will originate only at the General Headquarters Signal Center, Dai Ichi Building, Tokyo, or at the Tokyo Central Telephone Office of the Ministry of Communications. The calls will be placed directly with the officer in charge of the overseas telephone service, Tokyo Central Telephone Office.
3. Official United States Government radio-telephone calls will take priority over all other calls.
4. Official United States Government radio-telephon calls will be accounted for as prepaid.
5. The Ministry of Communications will prepare, in duplicate, a monthly statement showing all official United States Government radio-telephone calls originating at Tokyo, itemized by dates; chargeable minutes of each call; report charges; amount of tolls to be credited to the Ministry of Communications; amount of tolls to be credited to the American Telephone and Telegraph Company, including charges for calls destined to points beyond San Francisco. The monthly statement will be forwarded to Commanding General, Eighth Army, Yokohama (Attention: Signal Officer). The duplicate copy of the monthly statement will be delivered to General Headquarters, United States Army Forces, Pacific (Attn: Office of the Chief Signal Officer).
6. The Ministry of Communications will submit monthly statements of service rendered, for its share of the tolls for handling official United States Government radio-telephone calls, in the same manner as those submitted for other services. General Headquarters, United States Army Forces, Pacific, will arrange payment of charges accruing to American Telephone and Telegraph Company and connecting carriers.
