MEMORANDUM FOR

JAPANESE GOVERNMENT

SUBJECT

Use of Radiotelephone Service from Tokyo to the United States, its Territories and Possessions, for Official United States Government Calls

1. This memorandum supersedes the memorandum for the Japanese Government, file AG 311.3 (7 Aug 46)CCS, SCAPIN 1111, dated 7 August 1946, subject same as above.
2. Requests for official United States Government radiotelephone calls originating in Japan and destined for points in the United States, its territories or possessions, will be approved by the Deputy Communications Officer, Eighth Army, Tokyo, (telephone No. 26-7171).
3. Official United States Government radiotelephone calls will take priority over all other calls and will be accounted for as prepaid.
4. The Ministry of Telecommunications will prepare, in duplicate, a monthly statement showing all official United States Government radiotelephone calls originating in Japan, itemized by dates, chargeable minutes of each call, report charges, amount of tolls to be credited to the American Telephone and Telegraph Company, including charges for calls destined to points beyond San Francisco. The monthly statement will be forwarded to Coramanding General, Eighth Army, Yokohama (Attention: Signal Officer). The duplicate copy of the monthly statement will be forwarded to Commander-in-Chief, Far East (Attention: Signal Officer). The Commanding Genera], Eighth Army, will arrange payment of charges accruing to American Telephone and Telegraph Company.
5. The Ministry of Telecommunications will submit monthly statements of services rendered, for its share of the tolls for handling of official United States Government radiotelephone calls, in the same manner as those submitted for other services.
6. Direct comnmunication between Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Telecommunications, concerning matters within the scope of this memorandum is authorized.

SUBJECT : Information of General Application Pertaining to Directive Number (SCAPIN-1111 ), file AG 311.3 (7 Aug 46 )CCS, this Headquarters, dated 7 Aug 46 , Subject: "Use of Radio-
Telephone Service from Tokyo to the United States, its Territories and Possessions, for Official United States Government Calls".
1. With reference to subject memorandum the following is published for the information of all concerned.
2. Radio-telephone service to be furnished in accordance with the subject memorandum is required to provide for the handling of official government radio-telephono calls originating with General Headquarters, United States Army Forces, Pacific, in Tokyo, destined government agencies or private individuals in the United States, its territories or possessions, to supplement existing military communications facilities, which consist of telegraph service only.
3. Instructions covering procedure to be used in placing radio-telephone calls, and records to be kept showing time duration of calls, will be forwarded through command channels.
4. Surveillance by the occupation forces will be that required to ensure the proper handling of official United States Government radio-telephone calls over commercial channels, in accordance with the provisions of the reference memorandum.
