MEMORANDUM FOR

THE IMPERIAL JAPANESE GOVERNMENT.

THROUGH

SUBJECT

Chinese Language, Authorization for Use in International Civil Telecommunications.

1. This memorandum supplements (SCAPIN 326), AG 311.7 (10 Nov 45) CIS, 21 November 1945, subject: "Regulations Governing Communications over International, Foreign and External Telegraph, Telephone and Wireless Facilities.", and (SCAPIN 1030) AG 000.73 (20 Jun 46) GB/CIS/CCD, 20 June 1946, subject: "French Language, Authorization for Use in International Civil Telecommunications."
2. Effective upon the issuance of this memorandum, the Chinese language is authorized for use in International Civil Telecommunications entering, leaving and transiting Japan.
3. Accordingly, paragraph 2a (1) of SCAPIN 326, AG 311.7 (10 Nov 45) CIS, 21 November 1945, as amended by paragraph 3 of SCAPIN 1030, AG 000.73 (20 Jun 46) GB/CIS/CCD, 20 June 1946, is further amended to read as follows:
"(1) The following languages are authorized for use in International Civil Telecommunications: English, Russian, French, Chinese and Japanese. Other languages may be used only upon approval of the Civil Censorship Officer, General Headquarters, Supreme Commander for the Allied Powers."
