| SUBJECT | Amendment to Memorandum on “Commercial and Civil Aviation.” |
1. Reference is made to Memorandum, General Headquarters, Supreme Commander for the Allied Powers, AG 360 (18 Nov 45) ESS-E (SCAPIN 301) to the Imperial Japanese Government, subject: “Commercial and Civil Aviation.”
2. Paragraphs 4, 5 and 6 of the above referenced memorandum are hereby deleted and the following paragraphs are added thereto;
“4. You will prohibit the manufacture, ownership, storage or operation by any public or private agency under your jurisdiction of any aircraft, or components or devices specifically designed therefor.
“5. You will permit no individual or group under your jurisdiction to develop or execute plans for the design, manufacture, procurement or operation of any aircraft, components or devices designed therefor; or for procurement outside Japan of such services, except as specifically authorized by the Supreme Commander for the Allied Powers.
“6. You will prohibit research and organized instruction having purposes directed towards activities forbidden by paragraphs 4 and 5 hereof.
“7. The provisions of Directive No. 3 (SCAPIN 47) dated 22 September 1945 as amended by SCAPIN 984, 25 May 1946, continue to apply to the subjects covered by this memorandum, aircraft in all phases being classified for this purpose as implements of war.”
