I hereby give My Sanction to the Regulations governing the Organization of the Medical Practitioners State Examination Inquiry Committee and cause the same to be promulgated.

The Regulations governing the Organization of the Medical Practitioners State Examination Inquiry Committee
Article 1. The Medical Practitioners State Examination Inquiry Committee shall be under the supervision of Minister of Welfare, and shall investigate into and deliberate on important matters concerning the Medical Practitioners State Examination answering an inquiry of Minister of Welfare.
Article 2. The Inquiry Committee shall be composed of eleven committee-men, and one of them shall be the chairman.
Article 3. The posts for two of the committee-men shall be occupied by those who are in positions of Director of Health Bureau, Ministry of Welfare, and Director of School Education Bureau, Ministry of Education. And, as to the other committee-men, one person who is in position of President of Japan Medical Practitioners Society, and eight persons, who are elected from among the directors, chiefs or the professors and at the sametime medical men of the medical departments of universities or the medical colleges, shall be appointed to be the committee by the Cabinet through the recommendation, of Minister of Welfare to the throne according to the provisions fixed by Minister of Welfare.
Article 4. The chairman shall be elected by mutual vote from among the committee-men. However, the committee-men who are Director of Health Bureau, Ministry of Welfare, Director of School Education Bureau, Education Ministry, and President of Japan Medical Practitioners Society shall not be able to be the chairman.
Article 5. The chairman shall preside over all affairs of the committee.
If the chairman is inconvenient, the man who is elected in accordance with the preceding provisions shall act in his place.
Article 6. The chairman's term of office shall be one year.
The term of office of each committee-man except the committee-man who is Director of Health Bureau, Ministry of Welfare, Director of School Education Bureau, Ministry of Education or President of Japan Medical Practitioners Society shall be two years. However, the term of office of half of the committee-men who are appointed first shall be one year and the other half shall be decided by lot. A committee-man shall not be able to be the committee-man continuously after the expiration of his term of office.
The term of office of the chairman or the committee-man who is a substitute shall be the remaining term of office of each predecessor.
Article 7. A post of secretary shall be established for the Inquiry Committee; he shall be appointed from among the second class officials of Ministry of Welfare by Minister of Welfare.
The secretary shall arrange the miscellaneous affairs of the Inquiry Committee under the direction of the chairman.
Article 8. Posts of clerks shall be established for the Inquiry Committee; they shall be appointed from among the third class Secretaries of Minister of Welfare.
The clerks shall be engaged in miscellaneous affairs by order of the superior official.
Supplementary Provision:
This Imperial Ordinance shall come into force as from September 1, 1946.
