MEMORANDUM FOR

THE IMPERIAL JAPANESE GOVERNMENT.

THROUGH

SUBJECT

Plan for Receiving Payments Due American Carriers for Messages to United States Prepaid in Japan.

1. Attention is directed to Memorandum for the Imperial Japanese Government, AG 600 (8 Oct 45) GD, subject: “Establishment of Expeditionary Force Message Service Between the United States and the Tokyo-Yokohama Area”, AG 676.3 (1 Dec 45) CCS, “Establishment of Sender Composition Message Service Between the United States and the Tokyo Area”; and AG 311.3 (8 Jan 46) CCS, “Establishment of Telephone Service Between the United States and Tokyo”; and also to the letter from the Board of Communications of 28 November 1945 to the Supreme Commander for the Allied Powers and Supplement thereto of 5 January 1946.
2. The Imperial Japanese Government is directed to require the Board of Communications to deposit with the “Transfer Agent for Telephone and Telegraph Message Funds”, the amount of “yen” that is, as of 1 May 1946, due each American Company as its share of the revenue collected for transmission of EFM, SCM, and Telephone Messages from Japan to the United States, and thereafter to deposit with said agent twice monthly within seven days after the semi-monthly period involved, each United States Carrier’s share of revenue collected in Japan for the transmission of EFM, SCM, and telephone messages to the United States.
3. Each deposit will be accompanied by five copies of a preliminary statement showing the amount of “yen” due each United States Carrier for the period involved or as a result of adjustment made for previous periods. The preliminary statement shall contain, thereon, a statment worded as follows:
“The Board of Communications herewith submits a preliminary statement, and deposits with the Transfer Agent for Telephone and Telegraph Message Funds, the sum of ¥_. It is requested that these funds be paid to_ and that a copy of this statement accompany the payment”.

4. The “Transfer Agent for Telephone and Telegraph Message Funds” will acknowledge over his signature receipt of the funds and statement by writing the word “RECEIVED”, and date of receipt, on one copy of the preliminary statement and return it to the representative of the Board of Communications who deposited the funds.
5. Final statements will be submitted monthly showing thereon payments made and adjustments if any. Each United States Carrier will prepare a similar statement which, when received, will be forwarded to the Board of Communications by the “Transfer Agent”.
6. All communications relative to fisical or accounting matters will be transmitted through the Transfer Agent. All matters pertaining to basic rates and underlying policies will as heretofore be brought to the attention of Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers.
7. It is directed that within three (3) days after receipt of this Memorandum a representative of the Board of Communications contact the Special Service Officer, Eighth Army, Yokohama, and receive any further directions or instructions necessary to accomplish the purpose of this Memorandum.
