1. Reference is made to Memorandum for the Imperial Japanese Government, file AG 123 (6 Oct. 45) ESS, SCAPIN-96, 6 October 1945, subject: “Reports of Foreign Exchange Assets and Related Matters”, from General Headquarters, Supreme Commander for the Allied Powers.
2. The Imperial Japanese Government is directed to authorize the Ministry of Finance to permit the removal of foreign exchange assets or evidence of ownership thereof as defined in the reference memorandum, from their present depositories to other places of safekeeping when such removal is necessary for the completion of transactions in such property that have been authorized by the General Headquarters, Supreme Commander for the Allied Powers. If the External Asset report, as required by the memorandum referred to in paragraph 1, has been submitted prior to such removal, an amendment to the report, previously filed, will be submitted specifying the address of the new depository.
3. The Imperial Japanese Government is further directed to authorize the release from the provisions of the referenced memorandum, any document evidencing the claim of a person in Japan upon a person formerly abroad, but who has now returned to Japan, when such claim is expressed and payable in yen.
