MEMORANDUM FOR	JAPANESE GOVERNMENT
SUBJECT	Misconduct Among Occupation Troops

Reference is made to letter to the Japanese Government, AG 000.5 (3 Oct 45) GA, SCAPIN 91, subject: Misconduct Among Occupation Troops, dated 3 October 1945. The following subparagraph thereof is rescinded:
"(2) That a written report in duplicate, numbering each incident serially, be furnished this Headquarters as soon as practicable after the incident giving:
(a) Time and date of incident
(b) Place
(c) Name(s) and address of person(s) allegedly offended
(d) Description of alleged misconduct
(e) Identity or description of alleged offenders
(f) Time, place and person or headquarters to which initial report required in (1) above was rendered."
