SUBJECT | Misconduct Among Occupation Troops. |
Receipt is acknowledged of CLO #54, #55, and #77 dated 27 September 1945 and CLO #107 dated 29 September1945, concerning various instances of alleged misconduct on the part of American troops. Investigation is being made of these incidents and appropriate action will be taken.
While such actions as reported are not condoned and every effort will be made to apprehend and punish violators, it is noted that in the instant cases there appears to be insufficient evidence to properly identify the alleged violators. Identification and apprehension is made more difficult by the great lapse of time between the alleged offenses and the reporting dates.
To assist the occupation forces in controlling cases of alleged misconduct, it is desired:
(1) That such violations be reported immediately by the offended person or the Japanese Civil Police to the nearest Military Police supplying such information as time, place, description of the offense and the identification or description of the offenders.
(2) That a written report in duplicate, numbering each incident serially, be furnished this Headquarters as soon as practicable after the incident giving:
(a) Time and date of incident
(b) Place
(c) Name(s) and address of person(s) allegedly offended
(d) Description of alleged misconduct
(e) Identity or description of alleged offenders
(f) Time, place and person or headquarters to which initial report required in (1) above was rendered.
