SUBJECT | Repatriation of Chinese, Formosans and Koreans. |
1.Reference is made to the following memorandums from the Supreme Commander for the Allied Powers:
a.File AG 370.05(16 Mar 46)GC, (SCAPIN-822), subject: "Repatriation", dated 16 March 1946.
b.File AG 720.4(9 Mar 46)PH, (SCAPIN-806), subject: "Quarantine and Screening of Formosan Repatriates", dated 9 March 1946.
c.File AG 370.05(19 Mar 46)GC, (SCAPIN-829), subject: "Suspension of Repatriation from Japan of Koreans Residing in Northern Korea", dated 19 March 1946.
2.Reference 1b above is rescinded effective 5 May 1946.
3.In accordance with the provisions of reference 1a above and subject to the restrictions imposed by reference 1c above all Koreans, Formosans and Chinese who registered as desirous of repatriation will be cleared from Japan as follows:
a.Koreans not later than 30 August 1946.
b.Formosans during the week 5-11 May 1946.
c.Chinese not later than 13 May 1946.
4.The Imperial Japanese Government will:
a.Deliver Koreans desiring repatriation commanding 15 April 1946 to the following reception centers are at such rates that these centers are at all times filled thereby insuring a backlog of processed repatriates sufficient to fill to capacity the indicated daily allocation of shipping spaces.

b.Assemble, process and prepare for shipment all Formosans desiring repatriation at the Kure Reception Center during the week of 5-11 May 1946. Daily arrivals will be spaced evenly throughout specified period.
c.Assemble, process and prepare for shipment on 13 May 1946, all Chinese desiring repatriation at reception centers as follows:
(1)Those whose destination is North China at the Sasebo Reception Center.
(2)Those whose destination is Central China at the Mizuru Reception Center.
(3)Those whose destination is South China at the Kure Reception Center.
d.Maintain a list of those Chinese, Formosans and Koreans who by refusing to move to Reception Centers as directed by the Imperial Japanese Government can be considered to have forfeited their right to repatriation under this plan.
