MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Repatriation.

1.Reference is made to the following Memorandums from the Spreme Commander for the Allied Powers:
a.File AG 370.05 (16 Mar 46)GC, (SCAPIN-822), subject: "Repatriation", dated 16 March 1946.
b.File AG 370.05 (9 Apr 46)GC, (SCAPIN-872), subject: "Repatriation of Chinese, Formosans and Koreans".
2.Paragraph 1, Annex Ⅲ, reference 1a is amended by adding the following:
"c.Under this plan non-Japanese nationals who, having registered as being desirous of repatriation, refuse to comply with plans of the Japanese Government for movement to reception centers forfeit their right to repatriation and will not be considered in any future repatriation plans. A list of such persons will be maintained by the Japanese Government".
3.a.Paragraph 9a Annex Ⅲ reference 1a is rescinded and the following substituted therefor:
"Effective 15 April 1946 short-range Japanese repatriation shipping on the Japan - Korea shuttles is redistributed to make available the following number of spaces daily:
Hakata 3000
Senzaki 1000 "
b.Paragraph 9b (1) Annex Ⅲ reference 1a is hereby rescinded.:
4.Paragraph 10 Annex Ⅲ reference 1a is rescinded and the following substituted therfor:
"a.All Koreans who registered as desirous of repatriation will be cleared from Japan on or before 30 September 1946.
b.Koreans will be outloaded to Pusan from the following ports at daily rates indicated:
Hakata 3000
Senzaki 1000
Total 4000
Sufficient Koreans will be backlogged in these reception centers to insure that this daily rate of flow is maintained."
5.Paragraph 15, Annex Ⅲ, reference 1a above is rescinded effective 5 May 1946 and the following substituted therfor:
"15.Formosans desiring repatriation from Japan will be assembled at the Kure Recption Center during the week of 5 - 11 May 1946 for evacuation on Japanese-manned shipping."
6.Paragraph 22, Annex Ⅲ, reference 1a above is rescinded effective 13 May 1946 and the following substituted therfor:
"22.Chinese desiring repatriation will be assembled on 13 May 1946 for evacuation as follows:
a.Those whose destination is North China at the Sasebo Reception Center for shipment on Japanese or Japanese-manned shipping.
b.Those whose destination is Central China at the Maizuru Reception Center for shipment on Japanese or Japanese-manned shipping.
c.Those whose destination is South China at the Kure Reception Center for shipment to Canton on Japanese-manned shipping servicing the Southeast Asia areas."
