1. Reference is made to Memorandum from the Supreme Commander for the Allied Powers, file AG 563.5 (1 Mar. 46) GC, (Scapen-780), dated 1 March 1946, subject: “Cargo Shipped on Repatriation Vessels.”
2. Cargo space on regularly assigned repatriation ships may be allocated by SCAJAP for essential cargo under the following conditions:
a. When suitable cargo ships are not available.
b. When the amount of cargo is so small that the scheduling of a cargo ship therefor is not warranted.
3. The Imperial Japanese Government will continue to arrange with SCAJAP through CMMC for assignment of the necessary space for shipping authorized cargoes.
