MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Reception Centers in Japan for Processing Repatriates.

1. Reference is made to the following memorandums from the Supreme Commander for the Allied Powers:
a. Memorandum, file AG 370.05 (23 Jan 46)GC, dated 23 January 1946, subject as above.
b. Memorandum, file AG 370.05 (13 Mar 46)GC (SCAPIN-810), dated 13 March 1946, subject as above.
c. Memorandum, file AG 370.05 (17 Nov 45)GC, dated 17 November 1945, subject as above.
2. Provisions of reference paragraph 1a in so far as they refer to Beppu and all provisions of reference paragraph 1b are rescinded herewith.
3. A reception center will be opened at Nagoya. It is planned to close Beppu as a reception center at once, utilizing Uraga to accommodate repatriation vessels now scheduled for Beppu.
4. The Imperial Japanese Government will:
a. Take immediate action to establish and operate a reception center at Nagoya, as prescribed in reference paragraph 1c above. This center will be ready to receive 5,000 repatriates daily commencing 7 April 1946.
b. Submit brief reports concerning Nagoya Reception Center to the Supreme Commander for the Allied Powers, commencing 25 March 1946 and every four days thereafter, to include:
(1) Progress made in preparation of the center.
(2) Estimated date of completion.
(3) Any factors hindering or delaying preparation.
c. Close the reception center at Beppu.
