SUBJECT | Reception Centers in Japan for Processing Repatriates. |
1. Reference is made to the following memoranda from the Supreme Commander for the Allied Powers:
a. Memorandum, file AG 370.05 (23 Jan 46)GC, dated 23 January 1946, subject as above.
b. Memorandum, file AG 370.05 (29 Jan 46)GC, (SCAPIN-676), dated 29 January 1946, subject: "Projected Changes in Repatriation Procedures."
2. Memorandum referred to in paragraph 1a above established Beppu as a reception center with a daily incoming capacity of 5,000 persons. It states that repatriates will be transported to Honshu by ferry if rail transportation is not available.
3. Paragraph 2d of the memorandum referred to in paragraph 1b above states that subsequent to 23 March 1946, Beppu can expect an incoming daily rate of flow of 3,000 persons.
4. In view of the above, shipping schedules have been established to return repatriated to Beppu at a daily average rate of 3,000 per day in Liberty-type vessels, increasing this traffic progressively until a daily average rate of flow of 5,000 is reached.
5. The Supreme Commander for the Allied Powers has been informed by the Commanding General, Eighth U.S. Army, that facilities are totally lacking at Beppu, and that no provisions, except plans to inspect and process repatriated in city streets, houses, and various hotels scattered throughout the city, have been ▲▲▲
6. After the advance notice given the Imperial Japanese Government concerning the establishment of Beppu as a reception center and the expected rate of flow to be received thereat, it is not understood why little or no preparations have been made to establish the center. Failure to prepare the Beppu Reception Center by 26 March 1946 to accept repatriates in the numbers stated can only result in the infliction of u▲du▲ hariships on returning Japans.
7. The Imperial Japanese Government will:
a. Take immediate action to comply with the provisions of the memoranda referred to in paragraph 1 above, to establish reception center at Beppu with an incoming daily capacity of 5,000 repatriated. The Center will be in operation by 26 March 1946.
b. Utilize such facilities as are made available by the Commanding General, Eighth Army, at Beppu and Oita incident to the establishment of this center.
c. Submit plan for receiving and processing the number of repatriates, indicated in paragraph 7a above, by 21 March 1946.
