MEMORANDUM FOR	IMPERIAL JAPANESE GOVERNMENT.
THROUGH	Central Liaison Office, Tokyo.
Subject	Banned Books and Other Publications.

1. Upon receipt of this memoradum, the Imperial Japanese Government Will abrogate all laws, ordinances, edicts, directives, or other governmental regulations expressed or implied which restrict the free circulation of books, pamphlets, periodicals, or other publications in public libraries or educational libraries.
2. The Imperial Japanese Government will submit to this Headquarters, on or before 1 April 1946, a statement of all actions taken by it or any of its subordinate agencies which have resulted in the removal of restrictions referred to in paragraph 1 above.
