Subject | War Damage and Government Indemnity Claims of Companies on the Schedule of Restricted Concerns. |
1. Reference is made to Memorandum this Headquarters, AG 004 (8 Dec. 45) ESS/AC, dated 8 December 1945, subject: “Establishment of a Schedule of Restricted Concerns.”
2. It is directed that the Imperial Japanese Government take the necessary steps to insure that the following information is furnished to this Headquarters by each company on the Schedule of Restricted Concerns, (information for overseas properties is not to be included):
a. Total amount of war damage claims paid by the Japanese Government since 1 July 1945.
b. Total amount of war damage claims field and not paid.
c. Estimate by the company of the total amount of war damage claims not yet field, which it expects to file, or is in process of filing.
d. Total amount of any other form of government indemnity resulting from war contracts, paid since 1 July 1945.
e. Total amount of any other form of government indemnity claims resulting from war contracts filed and not paid.
f. Estimate by the company of the total amount of any other form of government indemnity claims resulting from war contracts not yet filed, which it expects to file, or is in process of filing.
3. Information directed will be submitted in quintuplicate, typed in English on 8"X 11" paper, and be delivered to this Headquarters within fifteen (15) days of the date of this Memorandum.

1. Mr. Corwin Edwards, Chairman of the State-War Department Commission investigating the Zaibatsu organizations, requests that the Imperial Japanese Government be directed to furnish for each company on the restricted list, an estimate of the aggregate of war damage and indemnity claims filed and to be filed.
2. Primary functions of the Edwards Mission are: examination of the various combines, suggestions for expedience in their dissolutions, analysis of facts and figures connected with the combines, and recommendations for meeting problems that might arise in the dissolution plans. The extent of war damage and indemnity claims of Japanese companies will substantially affect the conclusions of the Commission, and it is therefore necessary that the information requested be promptly furnished.
