1. Reference is made to C.L.O. Memorandum number 396 (2.4) and Directive from the headquarters, AG 423 (12 Jan 46).
2. Due to evident misunderstanding of the Headquarters Directive issued on 12 January 1946, the IJG assumed that the shipment of Daikon and Chinese Cabbage Seeds were to be shipped by air. This directive corrects that assumption and instructs the IJG to complete arrangements for shipment by sea. Additional information pertinent to this Division is requested per paragraph 2 of this directive.
