SUBJECT | Railway Fares Charged to Koreans. |
1. Reference is made to the following:
a. Letter from the Imperial Japanese Government, C. L. O. No. 313(5.3), dated 21 January 1946, subject as above.
b. Memorandum from this headquarters, file AG 370.05 (9 Dec 45) GC, dated 9 December 1945 subject: "Supplies, Transportation and Facilities for Repatriates."
2. The provisions of paragraph 2c of reference 1b above are retroactive to 15 October 1945.
3. Where refunds are made they should be made to individuals unless an organization has legal proof that it is acting as the agent for such individuals under a proper power of attorney.
4. The matter of refunds to employers for fares paid in behalf of Korean employees is a matter for settlement between the Imperial Japanese Government and the employers concerned.
