MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

Subject

Crude Oil Imports.

1. Reference is made to Memorandum C. L. O. Number 577 (2) dated 15 November 1945, subject: “Import of Essential Commodities.” Paragraph three of an inclosure entitled “Conditions of Supply and Demand for Petroleum” contains a request for the importation of crude oil to be refined in Japan. Memorandum to the Imperial Japanese Government, file AG 463. 7 (13 Oct 45) ESS, dated 13 October 1945, subject: “Petroleum Refinerises” states the policy of this Headquarters regarding the operation of refineries.
2. The importation of crude oil will not be approved by this Headquarters.
3. The use of any refinery and the disposition of any equipment thereof, except as specified in the Memorandum of 13 October referred to in paragraph 1 above, will be presented to this Headquarters for approval.
