MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Repatriation to Ryukyus.

1. Reference is made to memorandum to this headquarters, C. L. O. No. 1371 (5.1), dated 26 December 1945, subject: "Repatriation to Ryukyus."
2. Ryukyuans, now in Japan, who desire to return to their homes in the Ryukyus Islands, except Okinawa, will be repatriated to their homes without delay.
3. Arrangements for the return of subject individuals follow:
a. Japanese vessels are being scheduled to shuttle between Kagoshima and the islands of Miyako, Ishigaki, Amami, and Tokuno.
b. The Port Director at Kagoshima has been authorized to route vessels on the Kagoshima - Kiirun shuttle via Miyako, Tokuno, Amami or Ishigaki outloading Ryukyuans at Kagoshima for those islands.
c. One United States Liberty ship with a capacity of 1500 repatriates is on the shuttle Uraga and Ryukyuan ports and is available to carry returning Ryukyuans.
d. SCAJAP will furnish the CMMC sailing schedules for Japanese vessels in the Ryukyuan service.
e. Eighth Army will furnish the representative of the Japanese Welfare Ministry at Eighth Army Headquarters with the schedules of the US Liberty ship shuttling between Uraga and the Ryukus Islands.
4. It is Planned to repatriate Ryukyuans as follows:
a. Repatriates from:
Amami, Kikai, and Tokara Retto to Amami;
Tokuno, Yoron, and Okinoerabu to Tokuno;
Miyako Retto to Miyako;
Yaeyama Retto to Ishigaki.
b. Ryukyuans (less Okinawans) now located in Kyushu and those destined for Miyako and Ishigaki will sail from Kagoshima.
c. Ryukyuans destined for Amami and Tokuno, except those now located in Kyushu, will sail from Uraga.
5. The Imperial Japanese Government will:
a. Assemble Ryukyuans, grouped by destination, at Kagoshima and Uraga in accordance with the provisions of paragraph 3 above after due consideration is given to the shipping available.
b. Arrange with the CMMC all details necessary for loading at Kagoshima and transporting individual groups to destination.
c. Arrange with Commanding General, Eighth Army, through the representative of the Ministry of Public Welfare, on duty at Eighth Army Headquarters, all details incident to the return of Ryukyuans from Uraga in accordance with the provisions of paragraph 3 above.
