SUBJECT | Status of Amami-Oshima Island. |
1. Reference is made to CLO memorandum No. 781(5.1) dated 29 November 1945, subject: “Inspection of Money Brought in by Japanese Repatriates, AG 091.31(12 Oct 45) ESS.”
2. Regarding the enforcement of instructions contained in Memorandum for the Imperial Japanese Government, file AG 091.31(12 Oct 45) ESS subject: “Supplemental Instructions Relating to Import and Export Controls,” and any amendments thereto, Amami-Oshima Island shall be regarded as an island outside of Japan.
3. This memorandum shall be without prejudice to any decisions otherwise made with respect to the status of Amami-Oshima Island.

MEMO FOR RECORD: (SCAPIN - 549)
1. CLO memorandum No. 781 (5.1) inquired whether Amami-Oshima Island situation between the Japanese Mainland and Okinawa should be regarded as outside of Japan with respect to our import controls over property of Japanese repatriates.
2. Comment was requested from G-3 and the inquiry was passed to the Government Section. Comment by the Government Section has been postponed pending dispatch of a radio to CINCPAC relative to authority of the Japanese Government south of the 30th degree North Latitude. The radio has not yet been dispatched but its purport, concurred in by G-3, is that it is the understanding of this Headquarters that the Japanese Government has no authority south of the 30th degree north latitude.
