Subject | Financial Transactions in Property of Individuals Resident Abroad |
1. Reference is made to C. L. O. Memorandum No. 1020 (2. 1) dated 11 December 1945, subject: “Transactions of the Property Owned by Persons Outside of Japan.”
2. Paragraph 1 (d) of Memorandum for the Imperial Japanese Government, File AG 130 (22 Sep 45) ESS, subject: “Control of Financial Transactions”, is amended to authorize the Imperial Japanese Government to permit the families of an individual outside of Japan, to:
a. Make withdrawals, transfers, and payments from bank accounts held in the name of the individual outside of Japan provided that:
(1) Such withdrawals, transfers and payments are made to pay living expenses of the family in Japan.
(2) The total of such withdrawals, transfers and payments does not exceed a total of ¥1,000 a month.
b. Engage in transactions incidental to the operation of property, small enterprise or farm owned by the head of the family who is outside of Japan if the management, control, and operation of such property, small enterprise, or farm is exercised by the family in Japan and net income there from is used only for living expenses.
3. This memorandum does not authorize:
a. Any transaction which could not be effected without the prior approval of this Headquarters, if the owner of the account, property, small business or farm were in Japan.
4. An acknowledgment of the receipt of this memorandum is directed.
