MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

Subject

Contracts with Foreign Concerns in Japan and with Concerns in which Foreign Nationals have an Interest.

1. Reference is made to the Memorandum for the Imperial Japanese Government, file AG 160 (30 Oct 45) ESS/FI, subject: “Contracts of Persons in Japan with Foreign Concerns”
2. Subjcct to the limitations hereinafter specified, the Ministry of Finance may grant general approval to the execution and performance of the following types of contracts between resident Japanese nationals or Japanese owned concerns located in Japan and Foreign owned or controlled concerns likewise located in Japan:
a. Contracts with concerns organized and doing business in Japan which are owned and controlled by nationals of Foreign countries who are residing in Japan other than nationals of Germany, Italy, Hungary, Rumania, Bulgaria, Finland and Thailand.
b. Contracts with Foreign owned or controlled concerns having branches or agencies in Japan, when such contracts are for the sole purpose of maintaining and preserving property located in Japan which belongs to such branches or agencies.
c. Contracts with branches or agencies of foreign concerns which have been given a special license to operate by this Headquarters.
3. This memorandum shall not be deemed to authorize:
a. Any contract which involves any property located outside of Japan or which is to be performed in whole or in part outside of Japan.
b. Any transaction which is forbidden by other directives issued by this Headquarters.
4. An acknowledgment of the receipt of this memorandum is directed.
