MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

SUBJECT

Suspension Repatriation of Koreans.

1.a.Sailing of vessels carrying repatriates for Korea was suspended 30 December until further orders. Military Commanders have been directed to offload all Koreans from vessels destined for Korea that have not left ports in Japan.
b.Serious congestion will develop at reception centers outloading Koreans unless the flow of Koreans repatriates into those ports is stopped at once.
2.The Japanese Government will take immediate steps to:
a.Cancel all special trains carrying Korean repatriates to reception center for shipment to Korea.
b.Cancel the assignment of special cars, designated to carry Korean repatriates, that are normally coupled to regularly scheduled trains.
c.Suspend for time being practice of furnishing transportation tickets to Koreans bound for reception centers.
d.Be prepared to relieve possible congestion that may result at reception centers by evacuating, prospective Korean repatriates, thereat by rail.
e.Care for 2,600 Koreans that will be offloaded by USS General O. H. Ernst, due to arrive Uraga on 1 January, until such time as they can be trains-shipped to Korea.
