Annual Report of Research

1. a. Rescissions:
(1) Memorandum for the Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, AG 091.3, (25 May 46) ESS/ST, SCAPIN 984, 25 May 1946, subject: Amendment of SCAPIN 47 (Directive No. 3).
(2) Memorandum for the Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, AG 315 (14 Sep 46) ESS/ST, SCAPIN 1203, 14 September 1946, subject: Form of Report for Research Agencies.
b. Reference is Directive Number 3, SCAPIN 47, for the Japanese Government from the General Headquarters, Supreme Commander for the Allied Powers, 22 September 1945.
2. Paragraphs 8a, 8b and 8c of the referenced directive are rescinded and the following substituted therefor:
a. You will direct all research laboratories, research institutions and similar scientific and technological organizations, excluding those medical laboratories engaged solely in clinical diagnostic work, to be open for inspection by duly authorized Allied representatives at all times.
b. Except where activities are directed towards developments in the fields of warlike activities, research and teaching for the extension of scientific and technical knowledge are permitted in such agencies as have complied with the provision of this and referenced directive.
c. You will direct agencies, as described in paragraph 8a above, to render an annual report as of the first day of April of each year to General Headquarters, Supreme Commander for the Allied Powers, through the Central Liaison and Coordination Office. The report will cover the period 1 April through 31 March and will be rendered on or before 1 May of each year. It will adhere to the form and content prescribed in the sample form and set of instructions inclosed herewith."
3. Paragraph 8 of the referenced directive is further amended by the following additions:
e. Submission of the annual report authorizes an agency to continue research on projects already under way and to commence research on new projects proposed, except projects prohibited by this and referenced directive or prohibited by subsequent directives.
f. Requests for approval of research projects which are in a doubtful category, or which may arise after an annual report has been filed, shall be submitted by separate letter.
g. Direct communication is hereby authorized between the interested staff sections of General Headquarters, Supreme Commander for the Allied Powers and the agencies of the Japanese Government to implement instructions contained in this directive."
4. Reports required by this directive will be typewritten in English, on white paper, size 8 x 10 1/2 inches, in three copies.
5. A report in triplicate covering the period 1 January 1949 through 31 March 1950 will be rendered to General Headquarters, Supreme Commander for the Allied Powers, through the Central Liaison and Coordination Office, not later than 1 May 1950 and will include projects planned for the ensuing year instead of six-months.

INSTRUCTIONS ON PREPARING ANNUAL REPORT
(IN COMPLIANCE WITH DIRECTIVE NO. 3, SCAPIN 47, 22 Sep 1945)
GENERAL:
The annual report on research laboratories or similar organizations that is to be submitted in compliance with SCAPIN 47, 22 Sep 1945, will follow the sample form attached hereto.
Reports must be typewritten or clearly printed, in English, on sheets of paper approximately 8 x 10 1/2 inches. Three copies will be submitted.
Leave at least 1 inch of space at the top of each sheet for fastening.
All Romaji should be in Hepburn System. Dates should be in the Occidental calendar (e.g., 1 July 1946)
Title the report as shown in the sample form, indicating the period and year (e.g., 1 April 1950 - 31 March 1951)
Each parent organization (such as a university, company, ministry), will submit a consolidated report, which will consist of complete reports prepared on this form by each department, institute or separate laboratory under its jurisdiction.
DETAILED INSTRUCTIONS:
1. NAME OF RESEARCH LABORATORY OR SIMILAR ORGANIZATION: Write the full name of the organization, both in Romaji and English. If the organization is affiliated with some parent body, such as a university or governmental ministry, include that body’s name also.

5. NAMES OF KEY PERSONNEL:
a. Section or Branch Heads: If the research organization is divided into groups, sections, branches, etc., list the names of the head of each such subdivision. In the event the organization is not sectionalized while actual research is conducted in various fields, such as electron tubes, radio, wired communications, give the names of the individuals supervising each field of research. If any changes have occurred during the period of the report, they will be shown.

b. PART TIME CONSULTANTS: List the names of part-time consultants, and the extent of responsibility of each.
6. PERSONNEL: "Engineers and Scientists" shall be interpreted to mean and include graduates of universities and technical colleges and personnel with equivalent engineering or other scientific or technical background. "Technicians and Laboratory Assistants" shall be interpreted to mean and include all other technical personnel. "Other Personnel” refers to non-technical personnel. Give first the totals, in each of the various categories of personnel, at the beginning of the period covered by this report. Give next the additions and losses (reductions) of personnel during the period covered by the present report. Present Totals means the totals as of the last day of the period covered by the present report.
7. FACILITIES: Show the acquisition or disposal of various facilities (floor space, equipment, machinery, etc.) for research during the period covered by this report. Show sources from which acquired or to whom or to where disposed. Show the total floor space, in square feet, as of the date of this report, and the acquisition or disposal of floor space since the beginning of the period covered by this present report. Where research activities are carried on inside a manufacturing plant, the space to be reported is that devoted to research purposes. This shall include those areas where the actual research or associated work is done, and also office space for research personnel.
8. EXPENDITURES DURING TWELVE MONTH PERIOD: List the amounts of yen spent during the period covered by this report according to the classification indicated in the sample form. "Materials” means basic materials and parts that are expended in conducting research (often referred to in Japanese as "shomo-hin"). "Facilities" includes floor space, experimental equipment machinery, etc., that have been acquired for permanent or semi-permanent use in research. List prepared budget for the next period.
9. SOURCE OF INCOME DURING TWELVE-MONTH PERIOD: Show all sources of monetary aids received during the period of the report. Indicate amount, date of receipt, source and purpose of each grant. If all expenses are met by one parent organization, as might be true in the case of an industrial laboratory, a statement to this effect will be sufficient. Where the funds are provided by or obtained from, more than one source, the indicated information shall be supplied. If the immediate source of funds (income) is an affiliated organization whose function is to commercialize the results of the reporting organization’s research work, then the source of the affiliate’s income should also be briefly described. State also if any grants are expected for use on the proposed research projects for the following twelve-month period.
10. CHANGES IN ORGANIZATION: Indicate all changes of organization that have taken place during the period reported. Show such changes as consolidations of sections or divisions, new sections formed, old sections discontinued, changes in the chief scientist or engineer or other key personnel, etc.
11. RESEARCH PROJECTS COMPLETED OR ABANDONED:
Designation of Project: The designation of the project shall be a title, but may also include a numerical or otherwise-coded designation if desired. The title shall be as short and concise as is consistent with the essential purpose of identifying the project and differentiating it from others.
Person in Charge: Where the scientist or engineer in charge of a project is responsible for more than one project, "Persons in Charge" shall mean and include not only the name of this scientist or engineer but also the names of the one or more subordinates who are directly concerned with this project alone, where such subordinates come within the definition, for "Scientists and Engineers" given under item number six hereabove.
Description of Project: The objectives of the project and the methods adopted in obtaining these objectives will be given, together with a summary of the work performed.
Results Obtained: This shall be a complete statement, in brief summary form, of all results obtained and conclusions reached.
Reason for Abandoning Project: In the case of projects abandoned before completion, the reasons for such abandonment shall be clearly and fully stated.
The report on each project shall be prepared by the person or persons directly in charge.

Number of Other Technical Personnel: List the number of such personnel, other than those named under Persons in Charge; the number of "Scientists and Engineers"; and of "Technicians or Laboratory Assistants". These categories, as defined in instructions pertaining to Item No. 6, shall be given separately.
Work Performed: This shall be a summary of work performed on the project during the period covered by the present report.
Results Obtained: See instructions pertaining to Item 11.
The report on each project shall be written by the person or persons directly in charge.
13. NEW RESEARCH PROJECTS ON WHICH ACTUAL WORK IS PLANNED DURING THE NEXT TWELVE-MONTH PERIOD:
Designation of Project: See instructions pertaining to Item 11.
Purpose: The purpose of the proposed project shall be clearly and fully stated. This shall include available information regarding any anticipated utilization, of the results of the work, by government agencies or by industrial organizations such as manufacturers or operating companies.
Persons in Charge: See instructions pertaining to Item 11.
14. SIGNATURES: This annual report should be reviewed and signed by the director or head of the research organization (usually the person named in section 4 above) and authenticated by the head of the overall (parent) organization.
For example, in a laboratory of a government ministry, the report should be signed by its director and then authenticated by the signature of the minister or vice minister (or by someone in equivalent authority); in a company, the report should be signed by the chief scientist or engineer or laboratory director and authenticated by the signature of the company; in a university, the head professor or director of research should sign and the authenticating signer will be the president of the university.
15. TABLE OF CONTENTS: Include only items 11, 12, and 13. Projects shall be listed in the order adopted for the body of the report; each category (Items 11, 12 and 13) being headed by the title of that item, viz: PROJECTS COMPLETED:, PROJECTS ABANDONED: and NEW PROJECTS.

1. Directive No. 3 (SCAPIN 47), dated 22 September 1945 (par 8) directed laboratories and research institutes to render a report each month stating in detail the projects on which their personnel have been engaged during the preceding month and the results of such work. This directive also prohibited research on radio-active unstable elements.
2. Memorandum for the Japanese Government, AG 091.3(25 May 46) ESS/ST, SCAPIN 984, dated 25 May 1946, subject: Amendment of SCAPIN 47 (Directive No. 3) changed the period of submission of reports of research from monthly to twice yearly. This directive specifically authorized research for the extension of scientific knowledge, except in fields of warlike activities.
3. Memorandum to the Japanese Government, AG 315 (14 Sep 46) ESS/ST, SCAPIN 1203, dated 14 September 1946, subject: Form of Report for Research Agencies, authorized research on projects not warlike in nature, contingent upon submission of report. This directive required that reports be submitted on a specified form and included a detailed set of instructions for completing the form. Five copies of research reports were part of the requirement.
4. The most practical method of carrying out surveillance of research (research in aeronautics, atomic energy, radio-active unstable elements and warlike activities are prohibited by FEC policy) is by the study of reports of research and by occasional inspections.
5. Japanese officials have stated that should submission of reports be changed to a fiscal year basis, the preparation of the reports would be simplified.
6. Excellent cooperation by Japanese scientists during the past three years indicates that close surveillance is no longer necessary to insure compliance with FEC research policy. Hence, this directive reduces the requirement for submission of reports of research from a semi-annual to an annual basis, from a calendar year basis to a fiscal year basis and reduces the number of copies required from five to three.
