MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

Subject

Reserve Supplies Held for Relief Distribution.

1. Receipt is acknowledged of C. L. O. 1092 (1.1), subject above, dated 14 December 1945.
2. Subject plan is approved by this headquarters with the following exceptions:
a. Section (3) states in part, “Relief goods, as a general rule, shall not be used for relief for emergencies or other relief due to special causes. When, however, it shall be deemed specially necessary, permission shall be obtained from the Ministry of Welfare”. This statement will be deleted from the plan. Supplies distributed under this arrangement will not be used in mass feeding projects without the approval of the Supreme Commander but no prohibition will be included: which prevents the use of supplies in emergencies under procedures set up elsewhere in the plan.
b. Section (4), first paragraph, will be amended to state that exceptions to distribution under the normal ration system will be made only on specific authorization of the Supreme Commander for the Allied Powers.
c. Section (5) will be amended to read:
“The actual distribution of relief goods will be started within each prefecture as soon as preparations under this plan are complete and upon specific authorization of the Supreme Commander for the Allied Powers.”
3. The inventory of reserve supplies submitted in reply to memorandum AG 400 (26 Nov. 45) PH is accepted as representing the amount of food and clothing set aside for relief distribution. Any variations in this inventory which may later be discovered will be promptly reported to this headquarters.
4. Copies in English of all ordinances, regulations, instructions and other enactments promulgated in connection with subject plan will be furnished the Supreme Commander for the Allied Powers without delay.
5. Acknowledgment of receipt of this memorandum is directed.
