MEMORANDUM TO

THE IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Custody and Distribution of Japanese Military Medicinal Narcotic Stocks.

1. At dates to be set by this headquarters certain Japanese military medicinal narcotic stocks, in amounts determined by this headquarters, will be released by United States Forces into the custody of approved pharmaceutical wholesale houses.
2. You are directed to submit to this headquarters not later than 22 December 1945 a list of pharmaceutical wholesale houses who will receive and have custody of such military narcotic stocks, subject to the approval of this headquarters.
3. The list of pharmaceutical wholesale houses submitted for approval will consist of one firm in Hokkaido and three firms in the Eighth Army area of Honshu; and four firms in the Sixth Army area including one in Shikoku and on in Kyushu. The following information will be furnished with the list submitted:
a. Name and complete address of firm.
b. Name and position of responsible members of firm.
c. Facilities for securely storing narcotics.
4. After Japanese military medical stocks are released to the custody of these approved wholesale drug firms a report will be rendered by each such firm so as to reach this headquarters within ten days after the last day of each month. This monthly report will be certified to by a responsible official of the firm and will contain the following information regarding Japanese military narcotics stocks:
a. Inventory of stocks on hand on the first day of each month or in the first instance when custody of stocks is assumed.
b. Quantity of stocks disposed of during the month, showing in each instance the date and to whom released and authorization for release.
c. Inventory of stocks on hand on the last day of each month.
5. Approved firms will be held accountable for such Japanese military stocks as are given into their custody and will not release such stocks except as authorized by this headquarters. To obtain such authorization, the Imperial Japanese Government will submit to this headquarters for approval a recommendation, by the 10th day of the month, for release of such narcotic stocks as will be necessary during the succeeding month. This recommendation will be accompanied by a certified statement that such stocks are necessary for legitimate medical needs and are not available from any other source.
