SUBJECT | Repatriation. |
1. Plans have been confirmed to use LST's to bring Japanese military personnel from China. Starting 20 November ships will arrive at Sasebo in groups of 6 each. 3 LST's will unload a total of 3,000 persons daily.
2. Plans are underway to use the above LST's to ship Koreans to Korea on the return trip to China. It is desired that you make plans to place 1,000 Koreans aboard each of these LST's departing Sasebo. This requires a daily outgoing flow through the reception center at Sasebo of 3,000 Koreans. In this connection your attention is invited to the instructions regarding processing of personnel and placing of food aboard ship contained in our memo to your Government, file AG 370.5 (1 Nov 45) GC, dated 1 November 1945, subject: "Repatriation of Non-Japanese from Japan".
3. Definite instructions to put into effect the plan contained in paragraph 2 above will be issued to the Imperial Japanese Government when the plan is confirmed.
4. Changes in reception centers and capacities required will be forwarded to your Government in a separate memo now being prepared.
