MEMORANDUM FOR	IMPERIAL JAPANESE GOVERNMENT.
THROUGH	Central Liaison Office, Tokyo.
SUBJECT	Sale or Charter of Japanese Merchant Vessels.

1. The Imperial Japanese Government will take the necessary measures to prevent the transfer of any legal interest in the title to, or change in the charter status of, Japanese merchant vessels over 100 gross tons without the prior express approval of the Supreme Commander for the Allied Powers.
