2. Reference 1a is hereby resigned. A monthly report on all completed sales, transfers, or charters of Japanese merchant vessels over 100 gross tons will be submitted to Administrator, Naval Shipping Control Authority for Japanese Merchant Marine with completed data sheet on each transaction (Inclosure 1).
3. If either or both parties to the sale, transfer, mortgage or charter of a Japanese merchant ship of over 100 gross tons should be in the category of restricted concerns, prior approval for any such transaction will continue to be obtained in accordance with provisions of references b and c. In such case completed application and status sheets will be submitted (Inclosures 2, 3, and 4).
