MEMORANDUM FOR	IMPERIAL JAPANESE GOVERNMENT.
THROUGH	Central Liaison Office, Tokyo.
SUBJECT	Contracts by Persons in Japan with Foreign Concerns.

1. You are directed to take appropriate action to prevent and prohibit any person in Japan from entering into any financial, commercial or business contract with any concern which is foreign owned or controlled without your permission.
2. You will obtain the approval of this Headquarters before granting any such permission.
3. An acknowledgment of the receipt of this memorandum is directed.
