MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Revised Plan for Receiving Payments Due American Carriers for Messages and Radiotelephone Calls Filed by United States Military and Accredited Civilian Personnel for Transmission to or Through the United States, Its Territories and Possessions, Prepaid in Japan.

1. Reference is made to Memorandum for the Japanese Government, file AG 311.3 (12 Sep 46)CCS, SCAPIN 1197, dated 12 September 1946, subject: Amended List Showing Public Offices of the Ministry of Communications by Bureau Areas and Prefectures where Prepaid EFM and SCM Radiotelegraph Messages or Radiotelephone Calls May be Filed for Transmission by United States Military and Accredited Civilian Personnel to or Through the United States, and Indicating the Type of Services Handled and Amounts of Supplemental Military Yen Currency Type "A" which are Specifically Authorized for Change-Making Purposes.
2. Effective immediately the reference SCAPIN is rescinded. The provisions of reference SCAPIN were superseded by SCAPIN 1228, as amended, and therefore are no longer applicable.
3. Direct communication between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Telecommunications, concerning matters within the scope of this memorandum, is authorized.
