SUBJECT

Amended List Showing Public Offices of the Ministry of Communications by Bureau Areas and Prefectures where Prepaid EFM and SCM Radiotelegraph Messages or Radiotelephone Calls may Be Filed for Transmission by United States Military and Accredited Civilian Personnel to or Through the United States, and Indicating the Type of Services Handled and Amounts of Supplemental Military Yen Currency Type "A" which are Specifically Authorized for Change-making Purposes.

1. Reference is made to Memorandum for the Imperial Japanese Government, file AG 311.3 (16 July 46)CCS, subject: "Plan for Receiving Payment Sue American Carriers for Messages and Radio-telephone Calls Filed by United States Military and Accredited Civilian Personnel for Transmission to or Through the United States Prepaid in Japan".
2. Inclosure 1 to the reference memorandum, entitled "List showing Public Offices of the Ministry of Communications by Bureau Areas and Prefectures where prepaid EFM and SCM radiotelegraph messages or radiotelephone calls may be filed for transmission by the United States military and accredited civilian personnel to or through the United States, and indicating the type of services handled and amounts of Supplemental Military Yen Currency Type "A" which are specifically authorized for change-making purposes", is amended, as to types of service and amounts of Supplemental Military Yen Currency Type "A" authorized for change-making purposes at the public offices of the Ministry of Communications, in accordance with Inclosure 1 attached.
3. Direct correspondence is authorized between the Ministry of Communications and Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, on matters pertaining to the subject memorandum.

SUBJECT: Information of General Application Pertaining to Directive Number (SCAPIN - 1197), file AG 311.22 (12 Sep 46) CCS, this headquarters, dated 12 Sep 46,
Subject: "Amended List Showing Public Offices of the Ministry of Communications by Bureau Areas and Prefectures where Prepaid EFM and SCM Radiotelegraph Messages or Radio telephone Calls may be Filed for Transmission by United States Military and Accredited Civilian Personnel to or Through the United States, and Indicating the Type of Services Handled and Amounts of Supplemental Military Yen Currency Type "A" which are Specifically Authorized for Change-making Purposes".
1. With reference to subject memorandum, the following is published for the information of all concerned.
2. The purpose of this directive to the Japanese Government is to bring up to date the list of public offices of the Ministry of Communications which are authorized to accept EFM and SCM messages and radio-telephone calls for transmission to or through the United States, specifying the amount of Supplemental Military Yen Currency Type "A" authorized to be withheld for change-making purposes at each public office.
3. To facilitate effecting future amendments to the list of public offices referred to in paragraph 2 above the subject memorandum provides for direct correspondence between the Ministry of Communications and Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers.
4. Surveillance will be that indicated in letter from Supreme Commander for the Allied Powers to Commanding General, Eighth Army, file AG 311.22 (16 Jul 46)CCS, subject:" Plan for Receiving Payments due American Carriers for Messages and Radio-telephone Calls Filed by United States Military and Accredited Civilian Personnel for Transmission to or Through the United States Prepaid in Japan", as amended by memorandum (SCAPIN 1171) from Supreme Commander for the Allied Powers to the Japanese Government, file AG 311.3 (31 Aug 46)OGA, subject: "Inspection of Type "A" Yen Currency Records Maintained by the Ministry of Communications". No additional instructions are required.
