1. Reference the following memoranda for the Japanese Government from General Headquarters, Supreme Commander for the Allied Powers:

b. AG 004 (14 Mar 46) ESS/AC, SCAPIN 813, 14 March 1946, subject: Addition of Tokyo-Shibaura Electric Company, Ltd.; Japan Radio Company, Ltd.; Oki Electric Company, Ltd.; Oki Securities Company, Ltd.; Oki Communications Instrument Company, Ltd.; Matsushita Electric Industries Company, Ltd.; Japan Iron and Steel Company, Ltd.; and their Subsidiaries and Affiliates to Schedule of Restricted Concerns.

1. References are SCAP Memo AG 004 (8 Dec 45) ESS/AC, SCAPIN 403, subject: Establishment of a Schedule of Restricted Concerns, and additions thereto.
2. The companies listed in the attached memo were placed on the Schedule of Restricted Concerns, reference paragraph 1, above, because they were first line subsidiaries of designated holding companies.
3. In compliance with Law No. 233 of 1946 the parent company, in all cases, transferred the stock it held in its subsidiaries to the HCLC. This prevented the holding company from dissipating the assets of its subsidiaries through management of the company. Since the HCLC has now disposed of these shares either to employees of the issuing company or to individuals having no connection with the parent company, none of the companies own any stock in other companies, United Nations Nationals interests are not involved, and the companies are neither designated (Law No. 207) nor special accounting companies, there is no longer reason to keep them on the Schedule of Restricted Concerns.
4. This is an administrative matter and no surveillance by the Eighth Army is required.
