SUBJECT | Measures to Strengthen the Staple Food Rationing System. |
1. In order to strengthen the staple food distribution system, the Japanese Government will take all necessary measures to ensure that actual food distribution does not exceed the monthly food allocations to prefectures. Such measures will include but will not necessarily be limited to:
a. Collection of accurate information concerning the ration population and land under cultivation by individuals classified as general consumers.
b. Elimination of non-existant or “ghost” ration population.
c. Definition of the maximum area of land an individual can cultivate and still be classified as a general consumer.
d. Necessary reclassification of consumers affected by paragraph 1c.
e. Elimination of unnecessary rationing to self-suppliers.
2. The Japanese Government will submit to the Supreme Commander for the Allied Powers within ten days a written report indicating measures which will be taken to comply with this memorandum.
3. Direct communication between the Ministry of Agriculture and Forestry and the Economic and Scientific Section, Supreme Commander for the Allied Powers is authorized for the purpose of implementing this memorandum.
